California

What the license should say
In California you'll see one of these on an HVAC contractor's card, bid or truck:
- C-20 Warm-Air Heating, Ventilating and Air-Conditioning Contractor
- Business or individual contractor; installs and services warm-air heating, ventilating and air-conditioning systems, ducts and controls.
- C-38 Refrigeration Contractor
- Business or individual contractor; installs and services refrigeration equipment and systems that cool below 50 degrees F.
- C-4 Boiler, Hot Water Heating and Steam Fitting Contractor
- Business or individual contractor; boilers and hot water or steam heating systems.
Hiring a company, not a person?
A CSLB contractor license, typically C-20 for heating and air conditioning or C-38 for refrigeration, for any job of $1,000 or more in labor and materials or that needs a building permit. California licenses the contracting business through CSLB, not individual tradespeople, because employees who work for wages only are exempt from the contractor law (B&P 7053).
Doing it yourself
An owner who personally does the work on their own property, or uses employees paid only wages, is exempt from contractor licensing if the improvements are not for sale (B&P 7044(a)(1)), and no license is needed for a casual or minor job under $1,000 total that requires no building permit (B&P 7048).
